What is the deadline for filing an Appeal?

Appeals will be accepted until midnight PST on February 2, 2009.

What is an Appeal (Notice of Complaint) form?

An appeal (notice of complaint) is a property owner’s opportunity to contest the value of their property assessment in a hearing before an independent Property Assessment Review Panel (PARP). In legal documents, an appeal is often referred to as a notice of complaint and the person filing the appeal is known as the complainant.

PARP panels are appointed and administered by the Ministry of Small Business and Revenue and are completely independent of BC Assessment and taxing authorities. A detailed guide to appealing your assessment notice is available here from the Ministry.

What information do I need to file an Appeal?

It is helpful to have your Assessment Notice on hand because you’ll need your assessment roll number and the legal description of the property subject to appeal.

When filing, it also expedites the process if you provide a detailed explanation of why you want to appeal your assessment.

I want to attach photos or documents to my appeal, how do I do that?

New to the appeal form this year is the ability to provide attachments via e-mail. First, file your appeal. After you have submitted your appeal an automatic e-mail will be sent to the e-mail address you provided and from there you can attach photos and documents to support your appeal.

What about multiple appeals?

Multiple appeals can be accepted through the on-line Notice of Complaint (Appeal) form but customers with multiple appeals may find the paper version of the form more flexible for very large appeals.

Can I use the Appeal form if the property is located on First Nations land?

Independent assessing and taxing First Nations have their own property assessment review process. Please contact the appropriate area office of BC Assessment for more information.
